Alleys, driveways and/or retaining walls are private property. They belong to you, the property owner; the City does not own or maintain them. It is your responsibility to maintain them in a safe and sanitary condition. All abutting owners, generally, have the right to use the entire length of an alley way or driveway (This is written in your deed.)
You may contact the Philadelphia More Beautiful Committee (PMBC) at (215) 685-3969, a unit in the Streets Department Sanitation Division, that recruits citizens to be block captains and educates them on having organized and maintained clean blocks.

You can also contact the Community Partnership Program (CPP) which operates year round lending supplies to community groups to clean up their neighborhoods. CPP also coordinates with Streets Department Sanitation Division on the removal of the bagged trash once a clean up is completed. All equipment loans are for one week usage. Extended loan periods are available.
